Ministry of Water Resources endeavors to prepare for this year's flood control and drought relief in accordance with the requirements of the State Council
On April 15, Ministry of Water Resources convened a meeting, requiring to spare no efforts to prepare for flood control and drought relief of this year, practice all concrete work measures in a detailed and practical pattern, and resolutely hold the bottom line of flood and drought disaster prevention.
According to weather forecast, this year will experience an unfavorable overall meteorological and hydrological condition. What’s more, the flood preparedness has been negatively affected by the COVID-19 epidemic, posing severe challenges to the prevention of flood and drought disasters. Ministry of Water Resources requires to keep a close watch on the three major risks in terms of flood and drought prevention, and place the prevention of and responses to over-standard floods, reservoir failures and mountain flood disasters as top priorities of this year; It is imperative to upgrade the accuracy of prediction and forecast through revising the forecasting scheme, increasing the monitoring frequency and harnessing the joint consultation, so as to step up the forecasting accuracy and extend the lead time; Efforts are needed to compile and improve the defense contingency plans for rivers and cities, and be well prepared for the prevention; We need to implement the systems of “Three Types of Responsible Persons (persons in charge of administrative, technical and inspection affairs) ” and “Three Key Aspects” (monitoring, forecasting, early-warning and communication of reservoirs; regulation and operation plan; and contingency plan for safe management) of small-sized reservoirs, and intensify the standardized regulation and operation as well as supervision and management of flood control water level of large and medium-sized reservoirs, by the means of scaling up the supervision and unnotified investigation and tightly practicing the accountability system; Endeavors shall be made to ensure the smooth operation of the monitoring and early warning platform which can unveil early warnings in time, so as to try utmost to avoid casualties; Confronted with the epidemic impact that will linger for some time, we need to study and innovate work patterns to guarantee the effective practices of various prevention and response actions; It is essential to further foster greater synergy with emergency and other departments to clarify the division of responsibilities, upscale the connection mechanism, and work together as one to prevent flood and drought disasters.
